The Community Development Department administers the City's Housing Rehabilitation Program for eligible property owners who need assistance in caring for their homes. Using grant funding from the Community Development Block Grant (CDBG) program and the Community Preservation Committee (CPC), property owners can take advantage of no-interest loans to assist with renovations. Through this program the City is able to preseve affordable housing for those who need it. Typical housing rehab projects include roof replacement, insulation, new heating, plumbing and electrical systems, window/door replacement, asbestos and lead paint removal, painting, and structural and general carpentry to bring your property up to current housing quality standards. This HUD assistance should enable homeowners and/or landlords to make necessary home repairs to housing units occupied by low and moderate income households in an effort to secure affordable housing in these communities. The property to be rehabilitated must (1) be located in Newburyport, (2) must have a clear need for correcting code violations and (3) be occupied primarily by low and moderate income households.
In addition, Community Development staff are able to assist those seeking affordable housing opportunities in the City.
